UPSC Recruitment 2023: Officer, Scientist & Deputy Architect Vacancy (69 Post)

UPSC Recruitment 2023: Union Public Service Commission (UPSC) has released an employment notification for the recruitment of 69 Legal Officers, Scientific Officers (Chemical), Deputy Architects, Scientist ‘B’ (Ballistics), Scientist ‘B’ (Documents), Junior Scientific Officer (Toxicology), Assistant Director of Mines Safety (Occupational Health) Grade-I, Director General and Administrative Officer vacancy. The last date for submission of the application is July 27, 2023.

1. Legal Officer

  • Department: Directorate General of Civil Aviation, Ministry of Civil Aviation.
  • No. of posts: 02 (OBC-01 & UR: 01)
  • Qualification: Degree in law from a recognized university.
  • Experience: Three years of experience in the field of Legal Practice.
  • Desirable: Out of total experience, at least one year experience in Legal Practice in Aviation matters such as leasing of aircraft, liability regime, acquisition and merger of airlines.
  • Pay Scale: Level- 10 in the Pay Matrix per 7th CPC.
  • Age: 35 years.

2. Scientific Officer (Chemical)

  • Department: National Test House, Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution.
  • No. of post: 01 (UR)
  • Qualification: Master’s Degree in Chemistry or Microbiology or Chemical Technology or Chemical Engineering from a recognized University or Institute.
  • Experience: One year experience in an analytical or Chemical Testing Laboratory or Research & Development work or analysis of ores, Minerals, metals Oil & Fuel and various Organic and Inorganic products or paint or polymer materials.
  • Pay Scale: Level-08 in the Pay Matrix as per 7th CPC.
  • Age: 30 years.

3. Deputy Architect

  • Department: Central Public Works Department, Ministry of Housing & Urban Affairs.
  • No. of posts: 53 (SC-07, ST-03, OBC-14, EWS-05 & UR-24)
  • Qualification: (i) Possessing a Degree in Architecture from a recognized University or Institution. (ii) Be registered as Architect with the Council of Architecture under the Architect Act 1972(20 of 1972).
  • Pay Scale: Level-10 in the Pay Matrix as per 7th CPC.
  • Age: 35 years.

4. Scientist ‘B’ (Ballistics)

  • Department: Central Forensic Science Laboratory, Directorate of Forensic Science Services, Ministry of Home Affairs.
  • No. of post: 01 (UR)
  • Qualification: Master’s degree in Physics or Mathematics or Applied Mathematics or Forensic Science with Physics or Mathematics as one of the subjects during all three years of Bachelor of Science from a recognised University or Institute.
  • Experience: Three years of experience in analytical methods and research therein in the field of Ballistics from a government-recognised organization or institution.
  • Desirable: One year experience of working in forensic science laboratory under the Central or State Government/Union Territory administration after obtaining the minimum prescribed educational qualification.
  • Pay Scale: Level-10 in the Pay Matrix as per 7th CPC.
  • Age: 35 years.

5. Scientist ‘B’ (Documents)

  • Department: Central Forensic Science Laboratory, Directorate of Forensic Science Services, Ministry of Home Affairs.
  • No. of posts: 06 (OBC-02, EWS-01 & UR-03)
  • Qualification: Master’s Degree in Chemistry or Physics or Forensic Science with Chemistry or Physics as one of the subjects during all three years of Bachelor of Science from a recognised University or institute.
  • Experience: Three years experience of in analytical methods and research therein in the field of Documents Examination from a government-recognised organization or institute.
  • Desirable: One year experience of working in a Forensic Science Laboratory under the Central or State Government/Union Territory administration after obtaining the minimum prescribed educational qualifications.
  • Pay Scale: Level-10 in the Pay Matrix as per 7th CPC.
  • Age: 35 years.

6. Junior Scientific Officer (Toxicology)

  • Department: Central Forensic Science Laboratory, Directorate of Forensic Science Services, Ministry of Home Affairs.
  • No. of posts: 02 (UR)
  • Qualification: Master’s Degree in Chemistry or Associateship diploma of the Institution of Chemist by examination* or Biochemistry or Pharmacology or Pharmacy or Forensic Science with Chemistry as one of the subjects during all three years of Bachelor of Science level from a recognized University.
  • Experience: Three years experience in research and analytical work in the field of Toxicology in any Central and State Organization or recognized institute or university or forensic Science laboratory under the Central Government and State Government.
  • Desirable: Experience working in a Forensic Science Laboratory.
  • Pay Scale: Level-07 in the Pay Matrix as per 7th CPC.
  • Age: 30 years.

7. Assistant Director of Mines Safety (Occupational Health) Grade-I

  • Department: Directorate General of Mines Safety, Ministry of Labour and Employment.
  • No. of posts: 02 (OBC-01 & UR-01)
  • Qualification: (i) A recognized Medical Qualification included in the First or the Second Schedule or Part-II of the Third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956 (102 of 1956). Holders of Educational Qualifications included in Part II of the Third Schedule fulfil the conditions stipulated in Section 13 of the said Act. (ii) A recognized Post Graduate Degree in Community Medicine with two years of experience in the field of Occupational Health, preferably in factories or mines OR A recognized Post Graduate Diploma in Industrial Health Occupational Health or Public Health with three years of experience in the field of Occupational Health, preferably in factories or mines.
  • Pay Scale: Level-11 in the Pay Matrix per 7th CPC plus NPA.
  • Age: 40 years.

8. Director General

  • Department: Geological Survey of India, Ministry of Mines.
  • No. of post: 01 (UR)
  • Qualification: Master of Science in Geological Science Master of Science (Technology) in Geology or Master of Science in Geology Integrated Master of Science in Applied Geology Master of Technology (Geo-Exploration) or Master of Technology (Engineering Geology) or Master of Science (Marine Geology) or Master of Science in Earth Science and Resource Management or Master of Science in Oceanography and Coastal Areas Studies or Master of Science in Petroleum Geosciences course or Master of Science in Geochemistry from a recognized University; OR Master of Science in Physics or Applied Physics or Master of Science in Geophysics or Integrated Master of Science in Exploration Geophysics or Master of Science in Marine Geophysics or Master of Science (Tech.) in Applied Geophysics from Recognized University.
  • Experience: Having thirty years of experience in Group ‘A’ post in Mineral Exploration or geological mapping or marine geology including research and development in the fields specified above of which ten years shall be in a supervisory capacity OR Having thirty years of experience in Group ‘A’ post in Geophysical Mapping, Geophysical Exploration for mineral targeting, Marine Geophysics, Airborne Geophysics including Research and Development activities in the field specified above of which ten years should be in a supervisory capacity.
  • Pay Scale: Level-17 in the Pay Matrix as per 7th CPC.
  • Age: 58 years.

9. Administrative Officer 

  • Department: Geological Survey of India, Ministry of Mines.
  • No. of posts: 03 (OBC-01, EWS-01 & UR-01)
  • Qualification: Bachelor’s degree from a recognized University.
  • Experience: Two years experience in Administration, Accounts and establishment, Legal or Vigilance matters in Central or State or Union Territory Government or Government Autonomous or Statutory Organisation or Central or State Public Sector Corporation University.
  • Desirable: (i) Degree in Law or Personnel Management from a recognized University. (ii) Knowledge of Govt. Rules and Regulations relating to Administration, Accounts and Establishment.
  • Pay Scale: Level-07 in the Pay Matrix as per 7th CPC.
  • Age: 30 years.

Application Fee of UPSC Recruitment

  • Candidates (Except Female /SC/ST/ Persons with Benchmark Disability Candidates who are exempted from payment of fee) are required to pay a fee of Rs. 25/- (Rupees Twenty-five) only either by remitting the money in any branch of the SBI by cash or by using net banking facility of any bank or by using Visa/Master/RuPay/Credit/Debit Card/UPI payment.
  • No fee for SC/ST/PwBD/Women candidates of any community. No “fee exemption” is available to Gen/OBC/EWS male candidates and they are required to pay the full prescribed fee.
  • Applications without the prescribed fee would not be considered and summarily rejected. No representation against such rejection would be entertained.
  • Fee once paid shall not be refunded under any circumstance nor can the fee be held in reserve for any other examination or selection.

How to Apply for UPSC Recruitment?

  1. Candidates must apply online through the website upsconline.nic.in.
  2. Candidates must upload the documents/certificates in support of all the claims made by them in the application like Date of Birth, Experience (preferably in prescribed format), Desirable Qualification(s) etc. or any other information, separately against each claim in pdf file in such a way that the file size does not exceed 1 MB for the respective aforesaid modules and 2 MB for the “UPLOAD OTHER DOCUMENT” module and is legible when a printout is taken. For that purpose, the applicant may scan the documents/certificates in 200 dpi grey scale. Documents like Pay Slip, Resumes, Appointment Letters, Relieving Letters, Un-signed Experience Certificate etc. must not be uploaded in the Document Upload Module: –
  • Matriculation/10th Standard or equivalent certificate indicating date of birth, or mark sheet of Matriculation/10th Standard or equivalent issued by Central/State Board indicating Date of Birth in support of claim of age. Where date of birth is not available in certificate/mark sheets, issued by concerned Educational Boards, School leaving certificate indicating Date of Birth (in the case of Tamil Nadu& Kerala).
  • Degree/Diploma certificate as proof of educational qualification claimed. In the absence of a Degree/ Diploma certificate, a provisional certificate along with mark sheets about all the academic years.
  • Order/letter in respect of equivalent Educational Qualifications claimed, indicating the Authority (with number and date) under which it has been so treated, in respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement.
  • Certificate(s) in the prescribed proforma from the Head(s) of Organization(s)/Department(s) for the entire experience claimed, clearly mentioning the duration of employment (date, month & year) indicating the basic pay and consolidated pay. The certificate(s) should also mention the nature of duties performed/ experience obtained in the post(s) with duration(s). Experience Certificates should be issued in the prescribed format relevant to the centre. Experience certificate not in prescribed proforma but containing all the details as mentioned above would be considered on merits by the Commission.
  • Caste certificate by candidate seeking reservation as SC/ST/OBC, in the prescribed proforma from the competent authority indicating the candidate’s Caste, the Act/Order under which the Caste is recognized as SC/ST/OBC and the village/town the candidate is ordinarily a resident of.
  • A declaration in the prescribed format by the candidate seeking reservation as OBC, that he/she does not belong to the creamy layer on the crucial date, in addition to the community certificate (OBC). Unless specified otherwise, the prescribed closing date for receipt of the Online Recruitment Application for the post is to be treated as a crucial date.
  • Certificate of Disability in prescribed proforma issued by the competent authority to Persons with Benchmark Disabilities (PwBD) eligible for appointment to the post based on prescribed standards of Medical Fitness. The Competent Authority to issue a Certificate of Disability shall be a Medical Board duly constituted by the Central or State Government. The Central/State Government may constitute a Medical Board(s) consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing Locomotor/Cerebral/Visual/Hearing disability, as the case may be.
  • Documentary support for any other claim(s) made.
Note: If any document/certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested by a Gazetted officer or notary is to be uploaded.
